I know what ReactOS wants to accomplish, but does that mean that it's Linux, or is it more like Windows?

IIRC they forbade folks from using the leaked windows code.

MS-DOS 6.22
I would class it as a Windows NT family. While it has no code in common, it is meant to have 100% binary compatibility. An analogue you can find is Haiku/BeOS. Is Haiku a BeOS family? Most would say 'yes'.

There's other open source operating systems that aren't Linux, so this is a bad way to classify them.

A very bad way indeed. Did MS-DOS suddenly become Linux when MS released the source to it?

"Is it WINE?" would've been a more reasonable question since at least those two share parts of the code. Even though they're not the same, maybe you could think of ROS as "a way to run WINE on bare metal" ¯\_(ツ)_/¯
