Chinese smartphone manufactor Huawei released its OS, which is called Harmony OS and designed to take the place of Android in it's phone.
HarmonyOS is a micro-kernel-based OS that scales as needed to achieve a wider range of system security, primarily for smartphones and IoT devices featuring low latency, even to milliseconds or even sub-milliseconds. (Translated from a Chinese media)

So how is it better than Google's Android? And does it have any advantage comparing to Google's Funchia OS?

According to Huawei's keynote, it's a large plan that includes a new microkernel (still in its early stage), a userland and a Java-compatible compiler/runtime toolchain (The Ark Compiler).
Currently only the userland and the toolchain is ready for a release, which runs on Linux and partly compatible with AOSP.

Fundamentally it would be the magic new microkernel and lower level system that would have all this benefits. Until it materializes it is all just marketing.

Funny they would start with the userland. Kinda putting the cart before the horse in my opinion.
