You can download the evaluation edition and then build yourself an image that is compiled for x86. There ya go!

Windows CE is an plug-in for Visual Studio 2005: C++.
And Windows XP embedded is an standalone XP embedded maker.

Up to Windows Embedded CE 6.0, you don't need to have Visual Studio installed to build CE images, the Platform Manager/Designer or whatever it's called will work fine on its own.
