Why? Because only the ethernet adapter simulated by HyperV is supported by IoT Redstone builds (beside the one that MBM has), and HyperV doesn't support 32-Bit UEFI.

So how?
1.Apply the ffu to a VHD, you can use imgmount, or just use dism.
2.Attach the VHD
3.Convert its partition table to MBR using a third-party partitioning software, my choice is DiskGenius
4.Activate the EFIESP partition
5.Delete the Folder Mount point MainOS:\CRASHDUMP and MainOS:\Data, then recreate them
6.Copy EFIESP:\EFI\Microsoft\Boot\BCD to EFIESP:\Boot, then edit it accordingly:
- Delete {fwbootmgr}
- {bootmgr} ApplicationDevice -> EFIESP
- OS Entry "Windows Loader", ApplicationDevice -> MainOS
- OS Entry "Windows Loader", OSDevice -> MainOS
- OS Entry "Windows Loader", ApplicationPath -> \WINDOWS\SYSTEM32\BOOT\WINLOAD.EXE
- OS Entry "Windows Update OS", same as above
- {bootmgr} Bootsequence -> OS Entry "Windows Loader"
7.Copy bootmgr from the PC build, same build number or higher, to EFIESP
8.Yes, you are done! Just boot the VHD in HyperV and it should work.

Thanks for this. Surprisingly, I was looking for a solution to this today because I need to develop some applications for Xbox without an Xbox.

It's as close as you can get to a platform that supports UWP and runs everything full screen. Certainly not some sort of great choice but besides testing UWP stuff on your own PC, this is as good as it gets unless you own an actual Xbox.
