I read it on a Wikipedia article about Windows Mobile, it claimed/stated that Windows CE was built off from Windows 95 core...

Is that statement correct? Because I didn't feel that Windows CE is based from dos nor it feels like Windows 95... It's just feels totally different...

So, is there anybody here could straighten it up?

No. It has nothing in common with 95. That's why it ran on MIPS, PowerPC, SH3/SH4, x86 and ARM processors.

At one point you could download the core source to Windows CE 3.0, although I don't think I have it anymore.

IIRC, the first version of CE is based on Windows 95. However, subsequent versions of CE have replaced almost all of the 9x code.

The OAK kernel shares no source with windows 95. NONE. NONE AT ALL. I dont know what part of NONE AT ALL sounds like Windows 95, but Windows CE shares NO source with 95.

NONE.

95 didn't run on the MIPS, or the SH3.

No, Windows CE wasn't based on Windows 95 at all. Windows 95 is partially 16bit (built on top of DOS nonetheless) whereas Windows CE is fully 32bit built from the ground up. Windows 95 (and all other desktop OSes from MS) are monolithic OSes whereas Windows CE is a fully modular system where the OEM can choose what functionality they want. They want an UI? Put it in. They want to skip keyboard support? Remove it. Add a secondary sound support system? Add... and so on and so forth. Each module can even further be customized and modified to the specs needed.

So no, Windows 95 and CE has nothing in common except for the "Windows" part as well as some visual UI elements. Which is only a visual resemble and not in code.

While Windows CE source code is not based on Win 9x or NT, it is probably worth nothing that, besides just visual resemblance, Windows CE implements a subset of the Win32 API.
