No you can't, you can only boot 7 from vhds. The bootloader and os itself need vhd mounting abilities.

Indeed, there is not a way to Boot a DOS VHD, Though if you need DOS, there are bootable CDs of it.

You can use grub as a bootloader instead, or as an option in ntldr. That gives you the option of booting iso files and other images, .vfd and .img at least. Anything that resembles a partition i guess, so you might have to use qemu-img to convert your vhd to something more basic, but it can be done.
