Have you tried changing the internet time sync in control panel? Go to Control Panel > Clock and Region > Date and Time, and click "Internet Time" at the top, and disable it. This should prevent it from syncing.

I actually did that a year ago but then another problem shows up: INTERNET CERTIFICATES...

Change spp use the way like this article viewtopic.php?f=62&t=38947 than edit boot/bcd to avoid digital signature checking to ban the winload timebomb,I think use this way you could success.
