Does somebody know what this is?

I found this file the license folder of the server 2008 build 6001.18000 iso.

*EDIT*

The first build which covered this file is 6001.16648.

MSDN Doku mentions Server 2008 Storage Server Editions, so perhaps this is the codename for those editions.

No, that cannot be, there are seperate licenses for the storage server editions :?

Only the two marked folders contain the codename Vail license, maybe it's the codename for the next home server...

I'd probably agree that its the codename for the next Home Server... It would make sense with the naming (Home Standard and Home Premium)

I know, it's a huge bump, but Vail has been confirmed by Todd Headrick, director of the Windows Home Server Team:
