i have a laptop running vista home premium x86 right now and i was thinking of making a dual boot of it and LH 4074, and i heard that you need a vista install disk to repair vista's boot loader when you install another OS after vista, my question is... can you use an "update anytime disk" instead of a vista install disk?

Yes, of course, as that Anytime Upgrade DVD is completely identical to an OEM/retail Vista disc :)
