is it possible to use preinstalled vhds (from virtualpc for example), attach them to 7 and boot them?

or is it always needed to make a fresh install on the newly created vhd?

The rules for bootable VHD use tend to be that the VHD itself *must* be created from the Windows disk management tool *not* with VPC itself, must be created on 7 or Server 7 because of that, and can only contain either 7 or Server 7 because those are the only OS versions which `know how` to boot from VHD.
You can certainly attach a VHD to a VPC after creating it and play around with it, as long as it meets those rules.

(E.G. create a VHD from disk management tool, set a VPC to use it, install 7/Server 7 on it in the VPC then add it to the regular boot menu. Works just fine.)

Not necessarily... When my laptop was working, I would always want to test whether a newer build of 7 was better than the older one before I did a fresh install over my programs and such, so I would create a vm and vhd from within vpc and begin to install 7 in the vm. When the setup had finished copying/expanding the files, and when it was on the "restart now" screen, I would close out the vm and then add the vhd to bcdedit. I would then boot from the vhd, and it would finish installing the os and the drivers specific to my computer's hardware.

You can try booting from a preinstalled vhd, but it might not work, because there may be drivers installed that are incompatible with your system. I know this was an issue when 6956 leaked as a vhd. A couple could just attach the vhd and go, but the majority had to wait for the makeshift iso because of the incompatible drivers already installed on the vhd.
