Open up a few Run boxes and type:

msconfig
gpedit.msc
services.msc

Everything you need to optimize Windows, right there.
I'd also recommend an app called CCleaner.

I use the following programs to optimise my PC:

Defrag: Diskeeper for main defrag (because its faster) Perfectdisk 2008 to defrag system files which Diskeeper ignores

Registry cleaning and general optimisation: Ccleaner, and Tune up Utilities 2008

Ccleaner is free, Tune Up, Perfectdisk, and Diskeeper are payware apps but there are free trials of all available

Yeh, I really recommend you just use these. I use msconfig, services.msc and ccleaner on both my Eee and my desktop and I can keep it running fine :)
