Is it possible and or easy to strip the time bomb out of MSDTVVDEC.dll, this was in the beta of fiji build and enables h.264 support in the RTM TV pack for media center ???

I don't believe that the dll has a time bomb, and it doesn't exist in the RTM build of the TV pack, so, just drop it into the ehome directory, run regsvr32 on it and you should be good to go. And if it does time out then run regsvr32 /u on it and delete it. (My media center has it registered and its still working.)

it has a time bomb, if you move the system date forward media center will not decode any video. Is it possible to strip out timebomb out of dlls if so how easy is it ????

You say that if you move the date forward it MC won't decode any video. Is this only if you install the beta? Have you tried simply putting the file in the installation of the RTM version like Luthian suggested and moving the date forward? It's possible that the timebomb isn't in this file but only one instead of every single file that shipped with the beta versions. Just try it and see what happens.
