I would like to figure out how to install Windows 2000 PC98 on Neko Project 21/W. Can someone please explain how you do this? I've got the installation disc ready.
Next is sys'ing (aka sys C: from the boot disk) and copying the entire contents of the boot disk to the hard disk. Then, boot from the hard disk, do winnt.exe (for faster copy of the files, use smartdrv.exe from DOS 6.2 for PC-98 and load it before winnt.exe). You can do this with or without the CX2 IDE BIOS, but it is recommended to have it in case

Maybe using font.bmp from anex86 & grabbing the proper characters & translating that could let us figure out what's going on. I'm thinking it's "invalid drive specification" though.
So why not specify the correct drive then? Or, here's another idea, you could actually POST the gorram error message you're getting instead of having everyone here try to solve your problems by mind-reading?
OTOH it's really just the text output that's different. If you format a harddisk on an english (or whatever language you prefer) MS DOS system, chances are the same command outputs pretty much the same (error-)messages in Japanese as it does in English. You should be able to figure out how to format a harddisk by using this technique

I can't figure out the drive letter the hard drive uses in anex86 anyways. It's a 953 MB (!) hdi file. Hopefully Win2k can install on that & boot from it.

Well, in NP21/W, you can click in "Emulate", then in "New disk".

the "New disk" feature is for creating unformatted hard disks, to make floppy disks, however, you need anex86, which has a proper floppy creation tool without using host floppies, and WinImage won't work with these floppies since NEC uses a proprietary feature to distinguish it from standard FAT12 and later features.

It's still FAT12, it just uses 1024 bytes per sector as opposed to the PC's 512. Unfortunately, Winimage is hardcoded to 512 bytes per sector.
