Ok, on a Dell that we have, i want to make XP's partition smaller, so i can install Neptune. I don't have the install disk for XP, so i cant do a fresh install.

Don't you have the restore CD?
That is your install disk then.

Otherwise you can download a windows xp disc from torrents if you like and use your own key.

Or you can use partition magic then you can make a partition smaller.

Just use Partion Magic or a program like that and shrink the partition. Don't forget though before to shrink to do a defrag and a chdsk or you will mess things up...

Hope I helped

No, you won't need a separate boot loader as both XP and Neptune have their own, just remember to save XP's bootloader before setting up Neptune and then restore it from within Neptune after it's been set up, otherwise you won't be able to boot XP anymore. To do this, copy ntldr and ntdetect.com (both in c:\) to somewhere save, install Neptune after that and then copy them back.

To shrink the partition, use PartitionMagic, GParted or whatever. Remember to check the disk, defragment it and back up your data before you do that.

I have done this myself using GParted and works great, as empireum said, dont forget to fully defrag your HDD first tho.
