I wanted to test the CD on a virtual PC, then I chose to boot to the command prompt and got this:

Hmm... Windows 9.x on Windows XP Home Edition... that seems strange.

I guess the CD contains Windows Me's emergency boot disk for the MS-DOS prompt.

I have a semidead Toshiba Satellite A10 laptop (won't detect any HDD's, should boot from PCMCIA but meh) and the restore CD's for it use Win98 - the OS it installs however is XP.

Yes - it prolly contains DOS 8.0 to boot into norton ghost or something to restore the xp image.

Win XP build 2419 | Win7 and up
If you format an floppy with the "Make bootable" checkbox checked using windows xp, you will also get DOS 8.0 (last version of dos). So maybe the creator of that restore disk has used Windows XP to create and develop the bootable disk.
