I was reading some archived Windows material online and came across the Microsoft Systems Journal, which was apparently only published from January 1997 through February 2000.

I found it interesting and hope you will as well. I figured the 9x forum is the most relevant forum for this, since it was the dominant Windows family during this period.

The link is in the MMYY format at the end, you simply change it to go the the next or previous. So 0197 is January 1997, 0398 is March 1998, and so on and so forth.

Yes I have seen it before. Some of their work was published to MSL(Microsoft Software Library) and you can still go through some of the rest files on some avaliable sites like gadget1.exe, if possible...

BTW, here is the description in gadget1.exe:
This code was written and tested using a prerelease version
of the Chicago Beta 1. This code may or may not function
properly on earlier releases of Chicago such as that distributed
at the December 1993 Professional Developer's Conference.

This Archive.org link has MSDN magazine for 2000-2005, and while it also has links for MSJ and MIND, they don't seem to work...
