People have asked this question a lot of times before, and I know what's going on.

The thing is, the copy of Janus Build 34e that you're using was purchased from (if you can actually believe this) a "ham fest", along with a couple of MS-DOS builds, including the one that was released here at Release-a-fortnight earlier this year. The guy who bought them sent the Janus build to a couple of guys at OSBetaArchive years ago so that they could try to fix it.

One very important problem here: They used files from the retail version of Windows 3.1, since back then, people didn't yet understand how closely related this build is to Windows 3.00a (actually it's closer to that than the retail version of Windows 3.1, it's that early), and didn't understand how it works as a result. They also made a direct copy of "USER.SY_", mistaking the marked out "m" for an "s" (as in "SYS"), which happened to sHARD>>, one of the guys who tried to fix it, but as I am saying later in this post, I found something more suitable as a replacement.

There's more in the NFO file that I supplied with this fix (including important instructions on what to do when Windows Setup stops), and although I released the fix earlier this year, I've decided to post a link here to save you the trouble.

Like I said, there are important instructions in the NFO file. In this package, there's a disk image called "FIXES.IMG". You will need to copy all the files from this disk image to the directory where Janus Build 34e is installed. They contain the necessary files required to finish the Windows installation for this build. I said the same thing in the NFO file, however I posted it here to save you the trouble. :)

EDIT: Fixed quote

I think you have misunderstood. You have to just shut down the computer/VM when the setup hangs. Than launch machine again to the dos prompt. Insert/mount FIXES.IMG and copy everything from it to the directory where you installed Janus (just replace those files). :)
