Well... from what I can understand, probably Windows 1.00 had a severe bug in it, that would cause any DOS program, which did the output in the same way as DIR /P does (I mean, with the same registers and assembler commands), to start deleting the files, who names matched the text in the line that is currently displayed in the program you're running.
So with such a bug, using MS-DOS prompt or any MS-DOS program under Windows 1.00 would be nearly impossible, and since all of the programs at the time were for DOS, a version of Windows with such a bug would be useless, and a cause of major annoyances.
I think cooled probably found the right problem, but only misinterpreted it to be caused by some DEL code to have been switched with some DIR /P code, when it was probably caused by Windows 1.00 severely jamming some of the registers, making DOS accidentally call a file delete function istead of showing the rest of the directory contents list. ;)
