As usual, any information regarding which hypervisor or emulator you're using as well as any additional details would be welcome...

What virtual environment (MS VPC2004/2007, qemu, vbox, vmware) I could use to 100% working install OS/2 16bit 1.1 (and later 1.3 version)?

Is there any way to install into Dosbox or VirtualPC?

Probably not without modifications. Why not use 86box instead, where it works natively?

I know that the topic is over 90 days old; this post added just for convenience.
To bypass 0000 error:
1. Open installation disk image in hex editor and find this: B8F401BBC800F7E3F7F1
2. Replace the text with this: B8F401BBC800F7E39090
3. Do this so many times to remove any possible B8F401BBC800F7E3F7F1.
It works for me in VirtualBox.

Also, IBM OS/2 1.x won't work in VirtualBox without enabling triple fault reset.

Code:
VBoxManage modifyvm <vm> --triplefaultreset on
