You could use PXELINUX (the PXE boot loader) to boot memdisk (a floppy/hard disk emulator) with a virtual MS-DOS floppy. Just get SYSLINUX (from here), extract pxelinux.0 into the TFTP server's root directory, create a pxelinux.cfg folder in it, extract memdisk inside and put a PXELINUX config file and a DOS floppy image (add it as an initrd in PXELINUX' config file). Then simply instruct your PXE client (through DHCP) to boot pxelinux.0.

Will it work with Remote Installation services?

As long as you can boot floppy images via RIS, it'll work.
