Yes Windows Firewall is a service. Security Center is also a service. You can find them in services.msc

thanks for replying, i checked services and "windows firwall" is set to "automatic", i also checked "task manager" and svchost.exe is running so i can only assume that "windows firwall" is ok.

There are some malware on the net that tricks Windows into thinking the firewall is on but it's not. I don't believe this is such case, but in case it happens for someone you can "easily" reinstall the firewall component in Windows...

First you can try to reset the firewall service. From a cmd console (run as admin) run the command

Code:
netsh firewall reset

Once it's completed check the firewall service or the firewall setting in Control Panel.

If that doesn't work you need to reinstall, type in a cmd:

Code:
rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132 %windir%\inf\netrass.inf

Reboot, and then reset the service by typing

Code:
netsh firewall reset

You may also need to reset the whole winsock service by typing

Code:
netsh winsock reset

You may need an installation media for it to install properly. And this works only on Windows XP (as far as I know, never attempted this on Vista).

I've fixed my firewall a couple of times on client machines this way.
