Okay, heres the site:
http://www.dazzleclub.org/dclub

I know the code is not very nice at all, but please give me credit for trying.

However...

Internet Explorer:
- The bar that the links are in, moves to much when you hover and the border appears on the links.

Mozilla Firefox:
- The spacing I have set between the links is not working

CSS File: http://www.dazzleclub.org/dclub/style.css
Code:
body
   {
   margin-top: 0px;
   background-color: #006600;
   margin-bottom: 0px;
   margin-left: 0px;
   margin-right: 0px;
   }

.titlebar3 a:link
{
color: #000000;
width: 80px;
text-decoration: none;
background-color: #000000;
}

.titlebar3 a:visited
{
color: #000000;
width: 80px;
text-decoration: none;
background-color: #000000;
}

.titlebar3 a:hover
{
color: #FFCC33;
width: 80px;
text-decoration: underline;
background-color: #006600;
border: #FFFF00 1px solid;
}

.titlebar1
   {
   border: #FFFF00 2px solid;
   background-color: #009900;
   margin-top: 0px;
   width: 100%;
   height: 25px;
   }

*html .titlebar1
   {
   margin-top: -5px;
   text-align: center;
   height: 25px;
   }

.titlebar3
   {
   text-align: center;
   margin: auto;
   }

and the PHP File for the top of the site
Code:
<img src="bann.gif" />

<div class="titlebar1">

   <table class="titlebar3">
      <tr>
         <td class="titlebar3"><a href="index.php">Home</a></td>
         <td class="titlebar3"><a href="test.php">Test Link</a></td>
         <td class="titlebar3"><a href="/forum/">Forum</a></td>
      </tr>
   </table>

</div>

I'm using Firefox 3.1 Beta 3 and the links are just a solid black block until I mouse over them and then they look normal.

It looks like when I mouseover the links they change size, maybe because the border isn't there until I mouseover. What I would do is leave the border there all the time but just change it's color to the color of the background when the mouse isn't over top of it.

The border indeed.

You could specify a border for the links when not being hovered over also making the colour the same as the bar background. Won't work out too nicely if you give the bar a background though say a gradient.

I've noticed your live code is different to the code posted above so...

I played with:
Code:
.titlebar3 a:link
{
   color: #000000;
   width: 80px;
   text-decoration: none;
   background-color: #090;
   border: 1px solid #009800;
}

though... hope you find what you want. :)
