I have noticed most of the dreamcast games are expensive where i but them from, i cant afford to buy them online to, what would i have to do if i wanted to download pirate games and play them on my Dreamcast?

You run into a physical medium problem trying to do that. Most commercial games are larger than 700mb so since no GD-R's are available your pretty much out of luck.

so theres nothing i can do, no modchips, disktricks or anything i can do?, well in that case anyone know of a place that sells DC games for cheap, and that ships to Canada?

im pretty sure you can just burn them to cd and play them, no mod chip needed

Google "Utopia DC BootCD v1.1" burn it to a disk and away you go!

Bonus: some Dreamcast rips are designed to run without the bootdisk, just look for the ones named "selfboot"

Most of the dreamcast iso's are made now under 700mb. So anything you find is also probably self bootable which means you'll need no boot disk either.

Damn wish i saw this a week earlier. i just sold my dreamcast collection.
i had 370 games i could have given you.
I'm not sure how it works but all of these were just on standard 700mb cd's.

If im not meant to talk about this just say so but search for "dreamcast iso traders" in google.
