It tells you the problem: "System Files Are Missing, Re-Install Windows"

No, read the dialog title: WINDOWS PRODUCT ACTIVATION

You just need to set some DWORD in the registery.
Or after first reboot after text-mode setup, open the VHD and open one of the .HIV files and search for ActivationRequired, set it to 0.

All done.

And BTW.

@ Dukenukem5
1) why lock every created topic?
2) If you create an topic and "change your mind and deleted the VM" then wait until you get an answer first, otherwise it's pointless to make an topic about it and you have created many topics like this (this is no flaming but just a question).

And I have also asked this question but I cannot find it anyone on the forum.

Download AntiWPA 3.4.6

Boot Whistler in safe mode, and apply AntiWPA 3.4.6

AntiWPA 3.4.6 make windows think it is booting in safe mood during normal boot and therefore bypass activation. Since you can boot Whistler in safe mode, there is a big chance that AntiWPA 3.4.6 would work.

I think the problem is that Windows Product Activation wasn't fully implanted in this build causing that error.

Best with luck!

No, of course not. In fact, even possessing the build almost certainly means you have committed a crime.

I don't really know the difference between abandonware and warez, but wouldn't owning any Whistler betas be legal because XP retail was released?

Not really, since owning it in the first place isn't legal. Even the public betas are limited in terms of licenses, once the license runs out so does the right to use it. If you got no license for the final retail product it becomes illegal to use. Even more so when you're using a version Microsoft never intended to release at all :).

Why the hell would it be illegal for one build and not another, especially when you obtained both through the same (illegitimate) methods.. 8-)

Every single build coming out of Microsoft becomes invalid and illegal to use after the license and time trial that were issued expires.

After your license and or agreement gets revoked, you have to destroy the media.

None of the builds are legal, they were legal for the people who were testers and were issued a legal key for the time allocated, but after that, they became invalid and not to be used.
