i was reading an article and it said the you neede KDE for windows

i tried that and got no where

Amarok uses Qt4 by now doesn't it? If so, you might be able to just directly compile it on Windows, and it should run.

ADD: It looks like Amarok2 sources should be able to just compile without any problems. Get Qt 4.4 sources, compile those using Visual studio instead of MinGW, then you should be able to just qmake and nmake on amarok, unless you need KParts.
