I use WinUHA or the UHARC command line tool occasionally. It's fantastically good compression.

Winrar is the best, 7-Zip is also good and free :)

I LOVE 7zip! the 7z format is really good and it's very fast at extracting and packaging.

WinRAR. It's only real competition is WinAce. Check them both out. Last I checked the only application that supports Ace files is WinAce, WinRAR might support it now though. I don't think WinRAR supports 7zip either, that may have changed as well though. Those are the only two format's I've ever comes across that WinRAR doesn't support, and that's rarely.
