Does anyone know of any programs that will reduce the quality of an avi so it makes it smaller?

VirtualDub (for Windows) will do it (providing you have the necessary codecs installed). It's free, too.

If you need Matroska container support or other oddities not supported in the original, try VirtualDubMod. I'd recommend trying the original first, but VDM is a good backup if VDub can't handle what you need.

You may want to look at x264 (MPEG-4 AVC) as an alternative to the codec originally used. If you encode it right, you can use a lower bitrate (in relation to MPEG-4 ASP codecs, e.g. XviD) and maintain the same picture quality.
