I turned on the computer today, and mouse and keyboard weren't working.
They are on, but not working.
Device Manager only detects the mouse.

I'm using my USB keyboard with Windows Mouse Keys.

Tried to reconnect them VARIOUS times, but still not working.

Have you made any changes in your Bio's lately ? Check your bio's to see if your USB ports are turned on..
