At home we've got a network, that we use for the Internet; just a standard home network type of thing.

I've downloaded the SIMH VAX simulator, and a setup on it, running 4.3 BSD (Reno). I can telnet to it from my own computer or any other in the home network, but when I use the external IP address from another computer that's on the Internet (eg. a computer at College).

My IP address on the home network is 192.168.0.2, and external is 172.143.48.63 (I understand that this will be the external IP address for the Router; that my computer itself will have no external address of its own). The port is 42323. Is there a way I can set up the port from the router, so that I can telnet to the VAX simulator from outside of the home network?

You should be able to set your router to forward port 42323 to 192.168.0.2. Since each router is different, you might want to look at portforward.com which has a great collection of tutorials.
