Copy and paste that chunk of seemingly random gibberish in to Notepad (if you're on Windows) and change the font to Teminal. You'll see the character set that's used to draw DOS-style characters like the ones that make up the text interfaces in MSDOS... MSDOS installers, a lot of MSDOS apps (including Scandisk) and the MSDOS portions of earlier Windows installers. People often use them in release nfo files to draw pictures and pretty borders in the headers of them.

CP437, Please use Terminal font

Code:

 !"#$%&'()*+,-./0123456789:;<=>?@ABCDEFGHIJKLMNOPQRSTUVWXYZ[\]^_`abcdefghijklmnopqrstuvwxyz{|}~€‚ƒ„…†‡ˆˆŠ‹ŒŽ‘’“”•–—˜™š›œžŸ ¡¢£¤¥¦§¨©ª«¬®¯°±²³´µ¶·¸¹º»¼½¾¿ÀÁÂÃÄÅÆÇÈÉÊËÌÍÎÏÐÑÒÓÔÕÖ×ØÙÚÛÜÝÞßàáâãäåæçèéêëìíîïðñòóôõö÷øùúûüýþÿ

You can also see it if you open charmap and choose the Termnal font.
