I think this is present in some Windows 2000 (and maybe other, don't remember right now) betas. Noticed that too before and found it quite funny.

yes it is licenced to Bill H. Gates III durning setup, this is true for Windows 95 to XP. Once the informaton is entered, it replaces the Bill Gates and mictosoft with your information.
Therefore, if you have your windows, you could still change the name and company now.
