I hope you get broadband of something fast to download betas otherwise it can take a while.

I'm on dial-up and I'm aware about the download speed.
In my home location, I have one choice: A stinky and cheap 256 kbps. Any difference?

Jesus Christ! At Broadband connections, Belgium seems more like a third world country.

Country: Belgium
Provider: Belgacom
Max Download Speed: 3236 Kbps (404,53 KB/s)
Max Upload Speed: 284 Kbps (35,46 KB/s)
Cost Per Month: €42 (!) (60,67$, 31,16£)
Download/Upload Limits (if any): 12GB/month (Yes thats really sh*t  )

I'm trying to get another provider witch gives data limits of 100GB and in June thats gonna rise to 200GB :P; speed will be the same.

Do you have a router? If you do, try it directly connected to a PC and do a speed test again (power cycle the modem when you change it to your PC or it won't work, and do the same when changing back to the router). If you get 20Mbps direct connected, time to get a new router. If you don't, contact Virgin as you're not getting what you pay for ;)

There is my ADSL2+ connection I now have but cause of exchange factors its nowhere near 24mbps and just under 10mbps which is the max ive speed tested at. I choose a NZ server this time as last time I choose one in America stupidly which got me 2.5Mbps not the 3.5Mbps I was getting then.

I have gotten 10Mbps real early in the morning before though.
