Why doesn't MS just purposely leak all these old builds? It would be some good publicity for them and all the beta collectors would love it. And it's not like leaking 20-year-old Windows betas are going to lose them any business..

Also, if all the rest of the betas were leaked, then there would be no point in keeping Betaarchive running anymore. Other than to keep a feeling of usefulness, of course.
Pseudo-localized builds are awesome!

Because it's pointless. It would cause a bubble which would shrink pretty fast and nobody would give a damn about these builds a few months later. Look, there are tons of Windows 10 builds, many of which didn't come from Insider programs, so much that some of these might have never been downloaded by anybody yet.
