you might need more than just sbtcl.exe. like the dlls and stuff

Do you know what dll's are required? I was just starting of with that and was going to work my way up to get it working in 4093 maybe?

You could use cygcheck. It'll tell you exactly what DLLs an EXE (or any windows executable for that matter, DLLs and OCXs also work) is linked to.
This is the cygcheck output of itself:

All DDLs shoud be integrated in 4093. Only sbctl is missing as i think. Im sure about kernel32.dll and user32.dll - it have to be there

this is a}the source created from c# you can compile from console with csc in the framework path
