There were never released betas of Grand Theft Auto to the public.

Maybe because these are prototypes written for DOS and Windows 3.1/95, they were created in 1996/1997.

The can run on XP.

Try DOSBox or something, I usually just whack these sort of things in a 98SE VM.

Did you try running in XP compatibility mode? I would say try running a virtual machine with Windows 98.
