NTDLR is missing

NTDLR is missing
I am trying to get Longhorn build 4011 working but I get assertion error. I tried LH Packet by Pwned but I get NTDLR is missing. I know NTDLR is a file but don't know how to put it in build 4011. Any help?

Is there a download to a winpe iso cause I just get error while copying files when I use 4066 winpe

4066 doesn't even use PE...
