IIRC, the cover of it is actually black and white.

It's cheaper to do B&W than colour. Mine is also monochrome.

No one should really make a big deal about the cover color of an included Welcome CD... but not sure how some people might react to this.

Well, as you say. I believe it's really cheap of Microsoft to print monochrome stuff in 1998. But then, printing issues may have arisen at that time...

It, of course, was cheaper. But the quality of the case isn't the worst, it's thick cardboard, something you would use for promo discs.
