I just recently came across online a resource kit for Windows 95 Beta 1.x.

The document is supposedly from September 19, 1994 (before 189's September 21).

This is by no doubt an 8X build.

This seems interesting... maybe one can compare it to the reviewer's guide for Chicago Beta 1.

1st and 2nd pictures are definitely between 81 and 122, 3rd and 4th are between 81 and 99 and the 5th one just smells of 99.

First of all, in the one screenshot that you mentioned having dates of January 1994, there are also dates for the months of February and March, so the earliest that that particular build of Chicago could possibly be from is March 2nd, 1994 (judging by the folder titled "Rich's Projects").
Second, whatever build that most of the screenshots are from, it appears to be between 4.00.81 (from January 1994) and 4.00.99 (May 1994). In addition, it shows that the Disk Defragmenter apparently was already implemented, along with the Windows-based version of ScanDisk, judging by the fourth screenshot which clearly shows that the disk ("RICH'S HD") was both, defragmented and scanned for errors recently when that screenshot was taken.
It would also appear that the Mouse Properties control panel was updated, judging by the new "Mouse" icon in Control Panel.

I think that document may reference to 177 or between 177 and 189.
(The Distractor said that 177 was leaked in September 1994.)
