No , how? The setup will give Chinese as the only option(and the setup itself will be in chinese)

Can I change language after setup is finished or anything, because I found language packs

I am hoping I did, a collection of a bunch of language (dozens)

The folder with them is called 精简的sxs文件 (Streamlined sxs file)
