...isn't that file from early Chicagos?...if so...I think you're doing something quite pointless. The functions that the program calls are probably different enough to break compatibility.

Indeed, it's the early version of the 32-bit Explorer. Cabinet.exe from 58s was still 16-bit, IIRC. It might be possible by writing wrapper DLLs(adding stubs for unsupported API calls) and hex-editing DLL filenames in import section in cab32.exe.
