This is a cancelled GBA port of RE2. It was cancelled by capcom due to "Low Quality" although, its pretty impressive for a GBA game.
Its very incomplete and wont get past the basketball court, but its playable up to that point and nice to have.
Run it with a GBA emu. It was developed for about 1 year by Raylight Studios. Although never officially announced, Capcom contracted Raylight to create mobile ports of RE1,2 and 3 for GBA. RE1 photos exist, and RE2 has leaked. Nothing at all was ever known about RE3 portable. Capcom decided to cancel the ports to focus efforts on future RE games. The other reason was due to severe low quality. Although as i said before, its still impressive for a GBA game.

nice, the same day this re2gba stuff was uploaded to anonfiles, i grabbed an other one called rom.bin, 8mb big, but cannot run it with visualboyadvance. any idea how to determine what it is?

No idea. Just load this into VBA and it should play just fine. Works for me.

That was one of those "This beta is mine and you are not getting it" type of people. They had it, but never leaked it. This is the first time its actually leaked.
