Torrenting is only illegal if the material you're downloading is copyrighted and you don't have a license to use it (in the US, anyway. Dunno about other countries). Also, have you gotten Anthon past the "just a customized openSUSE" stage yet?

Same as everywhere, I suppose. As far as I know torrenting is allowed in Australia by all ISPs (although haven't tried it for years). From news reports I gather that at least some ISPs in Finland have blocked PirateBay, but I think you can still do torrents from other trackers. And if Anthon is just another customisation of OpenSUSE, there is no way I will download. Just post the screenshots, and tell us what it is, before expecting us to try it out...

You can torrent in the US, currently. However ISP's are starting to on a per company basis block sites like The Pirate Bay and major ISP's like Comcast and TWC have entered a mutual agreement to crack down on piracy reports and modify accounts accordingly. So it seems that the trend is heading towards torrenting becoming illegal, however the common argument against that is that there are legit uses for it like downloading Linux distros. Of course, most know that piracy far outpaces the rate of legit torrenting. So yeah.

The torrent works without problems, what happens is that many ISPs limit the use of P2P (torrent, eMule, etc.) depending on the traffic they have in their networks. Some go further and limit all non-traffic web pages according to their networks.
