It upgrades your Windows 98 to Windows 98 Second Edition.

We've got several lists on the BetaArchive Wiki - one for retail disks, one for MSDN and MSDN Library discs and one for TechNet discs. They are by no means complete, but there's a good many discs listed on the pages.
