Might be a good idea to first find out why it doesn't or isn't supposed to work on a German Windows, then we could see what is to be done.

No, not yet. To be honest, I don't even know if I have a german Win98/98SE here, but I think I do. Would be interesting to see if it does work, and if not, why. The problem is, my testing system (which has a "rather" modern graphics card) had its PSU blow up recently, and I've still not bothered to get a new one...

What???

There is no "English support" on a German Win98SE, it supports English regional settings and that out of the box. You cannot change the UI language.
