I recently read about a project codenamed sylvester and was wondering how the project was progressing
will this project be distributed as a complete iso or a patch for xp

No, never was, and probably never will be. Was released to just a few testers, and is also classed as Warez, being XP SP2 VLK with an Automated Installation.
