will this project be distributed as a complete iso or a patch for xp

It was merely a customised XP that planned to contain elements of XP, Longhorn and Vista.

No, never was, and probably never will be. Was released to just a few testers, and is also classed as Warez, being XP SP2 VLK with an Automated Installation.
