Reshack will open it, I think it may be too large for it though &
it may need a program that handles larger amounts of code
like PE Explorer, otherwise just hex edit it, then fix the checksum...
That's how I made my hack of Neptune look the way it does now...

posted a tool that fixes the checksum upon right clicking the file &
choosing to send to pechecksum on the right click menu...
I always use PE Explorer. Resource Hacker can do the job as well... but PE Explorer makes it A LOT easier. I used it when I used to make custom distros of Windows XP, 2000, Neptune and Whistler builds...
I'm not exactly sure which file it is (I believe there was just an editable executable file and a DLL, so just two files) in i386\System32. One of those you have to edit. Have fun.
