Why not learn ASM and C then make something that's actually worthwhile or don't bother at all.

I hope you are a programmer.
I don't know of any ways to make a custom os without programming.

There are lots of free resources scattered around the web about this, though.
Google is your best friend!

Window Manager != Kernel, HAL, etc.

Using existing system as a base isn't just a custom OS, it's a modification of existing, there's still piece of work you haven't done on it and needs to be mentioned in credits.

And of course, it's less fun than writing everything from scratch.

A lot more work though, especially when the language that you know is JIT Interpreted (Java). I should really learn C... But I'll show off my custom OS later. Reason I call it a custom OS and not just a window manager is that it doesn't run the normal programs, it runs it's own programs coded specifically for my operating system (and yes, I'm implementing a way to actually install new programs not written by me). Those programs run the same inside the operating system with any host system.

You program the Operating System the same way you would a console application.
