Guessing from the fact you don't have a transparent bar and there's no Launchpad, you're running OS X Snow Leopard and you need graphics kexts/DSDT.

Also anyone with a Leopard/SL DVD: Could you see if you could extract the newer speech voices from the DVD? (they're installed via packages, use a program like Pacifist to get into them.)

It's 99% neither, in fact, on one of them, only the name was blurred, and it seems like a normal application to me.

A traditional Developer Preview update Desktop. This time, updated to Mountain Lion Preview 3.2. No problems experienced whatsoever, the update was nearly seamless (except I needed to fix some kexts, just as usual, though):
