Oh. That thing... That was just to avoid running the program by mistake from another OS. You can rename it with a .exe extension, it's a normal 16-bit executable...

Most likely it was done by way of some sort of editor (most of those special editors, from what I see, can change such messages without damaging the file itself).

Yes, that and, there are 2 types of text (learned that and more when hacking the PSP):
The first one, which you may already know:
The second one (null bytes separate each character):
Also, as ideeman1994 said, you can't change the size of a binary file, yes. If your text is too long, you can't do anything, without disassembling and reassembling. But if it's shorter, just fill the rest of the string with null bytes:

Ok, first, this actually IS windows 3.11, and I think I'm pretty sure since I made it, so before saying rubbish, take a look at what I made... On another angle, I'm happy someone really takes it as Windows 95, means I made a good job...
Second, we are in the "Custom Operating Systems" section, I think this is appropriate. I'm posting a Custom Windows 3.11 OS. It may also go to the "Customization" section, if it really is a major concern.
You're not obliged to go to this section of the forum, if you want betas, just get FTP access, and stop trolling
