Looking to place an order for a new slate and do not want to purchase an Ipad2? Do you know of any slates that are going to be able to run Windows Arm as the logo requirements are quite high?

Small but important point to note; Microsoft has stated many times that the WOA variant will only be available preinstalled on devices and not available to download or at retail at all - very likely hardware locked with the new BIOS trickery. Definitely worth holding off for now.
I would get one of those, since they aren't locked down, can run Windows 8, and the higher end ones can convert into a normal laptop, so you can still use it like a normal lappy.

I bought one of these: Samsung Series 7 Slate when they were $1,000. w/ a $200. coupon. They run the regular windows 7 Professional x64 & (will run) windows 8 but not the ARM flavor.

Are there any individual components available for building a tablet system (any that are publically available, that is)? I thought that they were all proprietary, and could only be purchased from the original equipment manufacturers (OEM) themselves, unless their components are somehow being made available on eBay, which is also possible.

No, you cannot build tablets or laptops unless you "build" it by choosing options from the manufacturer.

In theory you can mix and match components from laptops on ebay , the only challenge is getting/making a good enought case to fit them in
